What is Chartered Engineer (CE)?
A Chartered Engineer is a recognized professional status awarded by the Institution of Engineers (India) (IEI)
What does the Chartered Engineer do?The CE helps to solve engineering problems using both new and existing technologies. They help organizations to work with various Government Organizations (like DGFT) to achieve their targets of Export & Import, certifying capacity of their production plants, validating installation of imported machinery and checking if items fall on SCOMET list.
SION
Standard Input Output Norms
DGFT defines standard norms for the amount of Import inputs required to manufacture unit of output for export. In cases the SION does not suit, the exporter may apply for their own ad-hoc norms using Appendix 4K.


Installation Certificate
Avail zero customs duty for import of capital goods
Capital Goods that are imported need to be certified by independent Chartered Engineer that such goods have been installed in the factory premises. At the time of final redemption of export obligation, the license holder submits it to the office of Director General of Foreign Trade (DGFT) (under EPCG Scheme).
Export Promotion (Nexus)
Zero custom duty for imports
DGFT allows zero custom duty for import of Capital goods that are used for export. The Nexus certificate (Appendix-5A) provides the linkage between Import of goods and its use in the export


SCOMET
Allows export
Indian Foreign Trade Policy restricts export of items that can potentially be used for military purposes. SCOMET certificate is required at customs to allow export of the items, that are to be used for civil purposes only and do not fall in SCOMET list.
Capacity Certificate
Tenders
Capacity document is required for tenders to certify that the company has the manufacturing capacity as needed in the tender.
